CityView, an investment fund and development company, intended to acquire and redevelop a property located in Wilmington, California, that was previously used as an auto dealership and repair facility and, also, historically an active oil field. Gannett Fleming provided environmental consulting services during the acquisition and redevelopment of the site in order to manage environmental concerns and limit environmental risk to the developer.

Our firm initially conducted a Phase 1 Environmental Site Assessment (ESA) to identify recognized environmental conditions (REC) or potential environmental concerns associated with the historical use of the site. Based on the results of the Phase I ESA, which identified numerous RECs and potential environmental concerns, additional Phase II ESAs were completed. Based on the results of the Phase II ESAs, a Soil Management Plan was developed, which outlined a remedial plan for excavating contaminated soils at and around the Areas of Concern (AOC) identified during the previous investigations.  

What We Did

Excavation activities, which were completed from January to June 2014, included the removal of 33,000 tons of contaminated soil in preparation for site redevelopment. Throughout the excavation activities, Gannett Fleming provided on-site excavation oversight and was responsible for identifying contaminated soils. 

Our on-site field staff guided the contractor in segregating impacted soil from clean soil; conducted confirmation soil sampling; and managed the analytical laboratory in providing 24-hour turnaround results, which allowed the excavation activities to continue without interruption. Following the excavation, Gannett Fleming prepared a Soil Closure Report for the County of Los Angeles Fire Department and received a No Further Action letter for the site.

Sustainability Features & Outcomes

  • Reuse of contaminated property in a blighted area of Los Angeles for single- and multi-family residential neighborhood
  • Evaluated the riparian and wetland areas along the property boundary and assessed the implications of these areas with respect to the proposed development footprint. Suitable mitigation measures were identified to protect the wetland and non-wetland boundaries
  • Removal of contaminated soil for protection of future residents
  • Minimized quantity of soil to be removed by strategic soil sampling and on-site soil management.
