Florida’s Turnpike Enterprise introduced the SunPass electronic toll collection system in 1999, allowing customers to quickly pass through turnpike toll collection sites. In 2009, the Turnpike Enterprise launched a project to convert the Homestead Extension of Florida’s Turnpike (HEFT) to all-electronic toll collection (ETC), where customers can pay through SunPass or Toll-by-Plate collection methods.

The $24.8 million project included HEFT’s Miramar and Okeechobee mainline toll plazas and 16 ramp toll plazas. The HEFT is a major entrance to Miami, Florida, contributing to heavy traffic volume. Traffic at the busiest section of the extension can be as many as 180,000 vehicles per day. With tolls every 12 miles on the HEFT, the conversion to all-ETC allowed the Turnpike Enterprise to improve travelers’ experience by eliminating the need to stop or slow down at toll plazas, in addition to reducing accidents. Florida is one of a few states working to convert to all-ETC at all toll plazas.

What We Did

Gannett Fleming provided design services for the Phase 3 portion of the conversion to all-ETC project on the HEFT. These services included roadway design, traffic control design, signing and pavement marking design, lighting design, intelligent transportation systems (ITS), utility coordination, and architectural design services for the toll plaza. The firm also performed engineering services for demolition, grading, paving, maintenance of traffic, lighting modifications, drainage modifications, toll plaza fiber-optic connections, toll equipment structure installation, permitting and structural, mechanical, electrical, and plumbing.

In addition, the firm has provided design services for the conversion for Florida’s Turnpike tolls on the mainline to the SunPass system.
