Peter Rafferty, PE, joins Gannett Fleming as Senior Transportation Systems Operations Project Manager. He will provide expertise in transportation systems management and operations, connected and automated vehicle (CAV) strategies, systems engineering, and performance management to transportation agencies.
Based in the firm’s Madison, Wisconsin, office, Rafferty brings more than 20 years of experience in planning, implementing, and leveraging current and emerging transportation technology applications to improve safety and mobility.
Rafferty spent more than 10 years as a researcher and manager for the Traffic Operations and Safety Laboratory based at the University of Wisconsin-Madison’s College of Engineering. He led the founding and federal designation of the Wisconsin Automated Vehicle Proving Grounds, contributing to safe and rapid advancement of CAV development and deployment. He also oversaw the full development of the Wisconsin 511 traveler information system, developed mobility measures across agencies, and executed numerous traffic operations research and development projects as well as systems engineering projects.
Rafferty recently published an article for ScienceDirect’s Journal of Transport Geography, leveraging large data sets to demonstrate the connection between traffic congestion and housing prices. He is a member of the Intelligent Transportation Society of America, the Institute of Transportation Engineers, and the Wisconsin Governor’s Committee on Autonomous and Connected Vehicle Testing and Deployment. He is active in multiple Transportation Research Board committees, including the Transportation Economics Committee, the Megaregions Subcommittee, and the Transportation Performance Management Committee. He earned his Bachelor of Science in transportation engineering from the University of Washington and a Master of Science in transportation planning and economics from the University of Minnesota.
