Steven D. Parse, PE, CPMSM, is now a certified professional in Municipal Stormwater Management, provided by EnviroCert International, Inc.® Based in Gannett Fleming’s Harrisburg, Pennsylvania, headquarters, Parse is one of only three professionals in the state to be recognized with this certification.
As a stormwater project engineer, Parse provides consulting services to municipal clients in the areas of permitting, planning, and design. He currently assists the Camp Hill Borough Municipal Separate Storm Sewer System (MS4) Community by overseeing and maintaining its current permit, preparing content for the organization’s annual report, assisting with day-to-day operations, and implementing effective minimum control measures. He also assists in setting up stormwater programs for private properties and has provided stormwater solutions for many communities in Pennsylvania, including Conewago Township in Adams County.
The Certified Professional in Municipal Stormwater Management (CPMSM) program addresses all areas typically involved in the overall coordination of an MS4 stormwater management program. The CPMSM program includes a formal application approval process to screen individuals for proper education and experience, a skills exam to test individuals on their knowledge of the subject matter, and a continuing education requirement to ensure maintenance of stormwater management skills for certified individuals. The CPMSM program recognizes and reiterates the importance of identifying and supplementing the national requirements with those of the various state programs.
By passing the CPMSM exam, Parse has proven his proficiency on subjects including but not limited to:

- Illicit discharge
- Construction site runoff
- Post-construction runoff
- Program management
- Stormwater program funding mechanisms

Parse holds a bachelor of science in civil engineering from Michigan State University and a master in business administration from the University of Toledo.
