Gannett Fleming’s Construction Services Expands Westward with Key New Hire

Bill Croyle, PE, joins Gannett Fleming as a senior advisor and consultant for the firm’s Construction Services Business Line.

Gannett Fleming’s Construction Services Business Line is proud to bring Bill Croyle, PE, on board as its first strategic hire in the Western U.S. He will work as a senior advisor and consultant to expand the firm’s construction and program management and public safety and security services in Northern California. Croyle brings 35 years of experience in the fields of emergency and flood management, security, water supply and quality, wastewater, and abandoned mines to this new position.

“Our Construction Services Business Line has grown 10% in the MidAtlantic and Northeast since September 2018, and with Bill spearheading the charge in California, the West is on its way to becoming a power region as well,” said Tony Ferruccio, PE, Construction Services Business Line director and senior vice president. “Bill’s extensive expertise on complex projects will be a true asset across all of Gannett Fleming’s sectors, including water/wastewater, facilities, and environmental management & remediation.”

As the former acting director of the California Department of Water Resources (DWR), Croyle developed and implemented the California Water Plan, the state’s strategic plan for managing water resources for current and future residents. He led approximately 3,500 employees while overseeing the California State Water Project, one of the largest public water utilities in the world. In 2017, Croyle guided the DWR’s response and recovery actions for the Oroville Dam spillways crisis and served as the department’s drought manager during California’s most recent, historic drought. He also represented the DWR on former California Governor Jerry Brown’s Interagency Drought Task Force and was responsible for coordinating statewide drought assessment, response, and mitigation actions among a multitude of local, state, and federal agencies.

Croyle is a member of the United States Society on Dams and the California Emergency Services Association. He holds a Bachelor of Science in civil engineering from California State University, Sacramento. With the addition of Croyle, based in Gannett Fleming’s Sacramento office, the Construction Services Business Line now has representation in every U.S. region, as well as Canada.
