Gannett Fleming Names 2016 Senior Associates

(Harrisburg, Pa.) Gannett Fleming named seven new senior associates to help achieve its strategic priorities. This distinction recognizes each individual’s excellent work efforts, commitment to client service, and leadership.

  • Steven E. Deller, PE

    Steven E. Deller, PE, is a senior project manager and structural engineer, serving the firm for 15 years in Gannett Fleming’s Harrisburg, Pennsylvania, office. Deller is accomplished in the managing of structural design and construction-phase services for a wide variety of projects, including mass transit facilities, bridges, office buildings, tunnels, and industrial structures. He is a member of the American Society of Civil Engineers and the American Railway Engineering and Maintenance-of-Way Association. Deller holds a bachelor of science in civil engineering from the Pennsylvania State University.

  • David A. Farley

    David A. Farley serves as a vice president of Transit & Rail Systems and the Southern California Transit Manager. Based in the Los Angeles, California, office, he performs business development and project execution for Gannett Fleming’s Transit & Rail Practice in Southern California. Farley also supports transit and rail initiatives within the West Region. With 35 years of engineering and leadership experience, Farley is an active member of the Construction Management Association of America and the American Public Transportation Association. He also sits on the Electrification Committee of the American Railway Engineering and Maintenance-of-Way Association and the Traction Power Substations Committee of the Institute of Electrical and Electronics Engineers.

  • Alina Fernandez, PE

    Alina Fernandez, PE, serves as a senior project manager at Gannett Fleming and leads the highway department for the Miami office. As a 17-year veteran of the Florida transportation industry, her impressive resume includes work in all project phases, including planning, design, and construction for transportation agencies. Her clients include the Florida Department of Transportation, Miami-Dade Expressway Authority, Florida’s Turnpike Enterprise, and various municipalities and transit agencies. Having led numerous projects of regional significance, Fernandez is highly adept at managing major infrastructure projects and leading large multidisciplinary teams. Active in professional associations, she is the director of the Florida Engineering Society Miami Chapter and a member of the Women’s Transportation Seminar and American Society of Highway Engineers South Florida Chapter. A registered professional engineer in Florida, Fernandez holds a bachelor of science in civil engineering from Florida International University.

  • Jessica M. W. Hou, PE, BCEE, ENV SP

    Jessica M. W. Hou, PE, BCEE, ENV SP, is based in the Virginia Beach office and serves as a vice president and office principal for the Newport News, Virginia Beach, and Richmond offices. She also provides marketing and business development for Gannett Fleming’s Water Practice. With experience spanning a dynamic 20-year career as a project manager and engineer, Hou designs water and wastewater facilities and performs system studies and evaluations, as well as port infrastructure evaluations. She serves as the chair of Old Dominion University Civil and Environmental Engineering Visiting Council, has served as treasurer for the American Water Works Association, and is a member of the Water Environment Federation and Transportation Research Board Military Transportation Committee. Hou also is an accomplished presenter and published author on a variety of water topics. She holds a bachelor of science in civil engineering and a master of engineering in environmental engineering from Old Dominion University.

  • Teresa L. Peterson, PE, CME, LEED® AP O+M

    Teresa L. Peterson, PE, CME, LEED® AP O+M, is a multi-discipline project manager and the Northeast regional director of sustainability. Based in Gannett Fleming’s Marlton, New Jersey, office, she is responsible for performing feasibility studies and providing design and construction-phase services to private and public clients. Peterson also assists clients with developing profitable strategies for improving environmental performance, including integration of sustainable design elements and LEED building certification. With more than 15 years of experience, Peterson serves as a member of the American Water Works Association and the American Society of Civil Engineers. Her expertise has been recognized with the Next Generation Award from the New Jersey American Water Works Association and Young Civil Engineer of the Year Award from the New Jersey Section of the American Society of Civil Engineers. She holds a bachelor of science in systems science and engineering from the University of Pennsylvania.

  • Robert W. Skaggs, PE, PTOE

    Robert W. Skaggs, PE, PTOE, is a vice president and traffic and intelligent transportation systems (ITS) manager in Gannett Fleming’s Tampa, Florida, office. He manages services for a wide variety of projects, including ITS planning, design, and operations; traffic studies and design; intersection analyses; traffic impact studies; safety reviews; and signal timing development and implementation. With more than 20 years of engineering and leadership experience, Skaggs serves as a project manager or project principal for numerous clients across Florida. He holds a bachelor of science in civil engineering from the University of Missouri-Rolla and is registered as a professional engineer in eight states.

  • Brian J. Smith

    Brian J. Smith is based in the Middletown, Delaware, office, and serves as a vice president, the director of commercial solutions, and the Delaware office principal. He utilizes his more than 20 years of industry experience to direct software development, strategic business initiatives, and geographic information system (GIS)-specific projects. Smith also focuses on business solutions that use spatial data and processing to solve his clients’ complex challenges. He holds a bachelor of science in regional planning with a minor in geography/GIS from Indiana University of Pennsylvania.
