Gannett Fleming Names 2015 Senior Associates

(Harrisburg, Pa.)

Gannett Fleming named four new senior associates to help achieve its strategic priorities. This distinction recognizes each individual’s excellent work efforts, commitment to client service, and leadership.

  • David A. Boaté, PE

    David A. Boaté, PE, is a vice president and director of transit and rail for Gannett Fleming’s Northeast Region. Based in the Newark, New Jersey, office, Boaté is accomplished in the planning, design, and management of rail and mass transportation projects and business initiatives. He is president of the Public Transportation Chapter of the Transportation Research Forum and secretary of the American Public Transportation Association’s Research & Technology Committee. With nearly 30 years of engineering and leadership experience, Boaté holds a bachelor of science in urban and environmental engineering from the University of North Carolina at Charlotte.

  • Jason Ellerbee

    Jason Ellerbee is a vice president and regional office manager for Gannett Fleming’s Memphis, Tennessee, location. With more than 20 years of experience, Ellerbee is responsible for the Intelligent Transportation Systems (ITS) Construction Service Group, including construction engineering and inspection (CEI) and ITS construction and integration. His duties include personnel management, business development, and financial oversight of the office. Ellerbee has led design-build ITS construction and CEI efforts on high-profile projects, including the $4 million Fort Lauderdale–Hollywood International Airport runway expansion.

  • Agnieszka Lapinski, PE

    Agnieszka Lapinski, PE, is a project manager and serves as the department manager for bridge and structural engineering in Gannett Fleming’s Mount Laurel, New Jersey, office. With 20 years of experience, she manages the daily operations of the department and oversees transportation-related structural design and rehabilitation projects. Her responsibilities also include quality assurance and quality control reviews of major client submissions, preparing project schedules, scopes of work, and project and task budgets, and coordinating structural design tasks with subconsultants, clients, and other engineering disciplines. Lapinski holds bachelor and master of science degrees in civil engineering, in addition to a bachelor of science in architectural engineering, all from Drexel University.

  • Roger A. Phillips, PE

    Roger A. Phillips, PE, is based in Gannett Fleming’s Valley Forge, Pennsylvania, office, and serves as a primary municipal engineer for clients throughout Southeastern Pennsylvania. He provides construction contract administration, bid services, construction management services, and complete planning and design services for water, wastewater, and public works projects. Phillips also provides general municipal consulting services, in which he assists municipalities with their operation and maintenance needs. With more than 30 years of experience, Phillips holds a bachelor of science in engineering technology from Temple University and an associate of science in construction engineering technology from Spring Garden College.
