Gannett Fleming has named Scott N. Rhine, PE, DBIA, Kevin J. Switala, GISP, David W. Weiss, Jr., PE, and Thomas G. Zink, PE, as stockholders of the firm.
Rhine is the national design-build leader and national design-build project manager for the firm. Based in the Clearfield, Pa., office, he is responsible for efforts and coordination associated with projects working with contractors, departments of transportation, turnpike commissions, and other transportation clients. Additionally, he oversees transportation projects and professional staff. With 15 years of experience, Rhine holds a bachelor of science in civil engineering from the University of Pittsburgh - Johnstown.
Switala serves as a vice president of GeoDecisions®, Gannett Fleming’s geospatial technology division, in the Philadelphia, Pa., office. He manages division operations, as well as provides project oversight to a wide range of geospatial information technology projects for domestic and foreign government agencies. With more than 16 years of experience, Switala holds a bachelor of science in environmental design and ornamental horticulture from Delaware Valley College of Science and Agriculture and a master of landscape architecture from the University of Pennsylvania.
Weiss is a senior project manager responsible for leading the Environmental Construction Management Section. Based in the corporate headquarters in Harrisburg, Pa., he manages infrastructure improvement projects, supervises field personnel, and oversees contract administration. His roles within the Construction Management Division range from pre-bid services, constructability reviews, contractor negotiations, project controls management, and construction oversight to claims resolution and project closeout. With 20 years of experience, Weiss holds a bachelor of science in civil engineering from Lehigh University.
Zink is the Bridge Practice manager for the Northeast Region, in addition to serving as the deputy director of transportation for New Jersey operations. He provides direct oversight of the Bridge, Highway, and Geotechnical Design Units in the firm’s Mt. Laurel, N.J., office. With 19 years of experience with the firm, Zink holds bachelor of science degrees in both architectural engineering and civil engineering from Drexel University.
